An attempt to get the Republican National Committee to allow a roll call vote on the Rules Report from the floor of the National Convention exploded into controversy on day 1 of the RNC in Cleveland, as Trump supporters and surrogates worked with the RNC to quash the effort, ensuring the changes they had rammed through in the Rules Committee would not be upended by the delegates.
#NeverTrump forces said they had secured nine states petitioning for a roll call vote, but the RNC said three of those* had withdrawn, dropping below the seven states needed, ruling that the number of delegates requesting a roll call vote were insufficient and that there would not be a roll call vote.
